About - Tamil Nadu Road Sector Project-II

The Tamil Nadu Road Sector Project I was implemented through World Bank loan assistance at a total project cost of Rs. 2442 Crore from 2004 to 2012. The works taken up under the project has included - Up gradation of 725 Km of roads, Enhanced Maintenance of about 1033 Km of roads, Road Safety, Black Spot Improvement Works and Institutional Development etc.

Government has formed Tamil Nadu Road Sector Project II in the year 2013 with an aim to upgrade high intensity traffic road corridors in the State. The Tamil Nadu Infrastructure Development Board (TNIDB) under the Chairmanship of Hon’ble Chief Minister has allotted an amount of Rs. 65 Crore for carrying out DPR Preparation for a length of 2079 Km Road Corridors and it was finally revised to 1988.340 Kms. The Detailed Project Report for various road improvement works have been completed in all respects and Project Agreement have been signed. The World Bank loan has become effective on 10.07.2015.

The objective of the project is to plan and design State Core Road Network (CRN) through the below mentioned initiatives as per GO, MS.117 Highways & Minor Ports (HN2) Department dated 29.05.2015.

427.657km length of road - EPC contracts in 10 packages.

145.100 km length of road -PPP contracts in 3 packages.

597.470 km length of road - OPRC contracts in 2 packages and

Institutional Capacity Enhancement (ICE) and Road Safety Contracts.

ENGINEERING PROCUREMENT & CONSTRUCTION (EPC) CONTRACTS

Under this EPC mode roads have been taken for widening and upgrading to 2 lane paved standards under EPC mode with 5 years of maintenance.

Out of 10 packages EPC-01, 02, 03, 05, 06,07,08,09 and 10 have been completed. EPC 04 tender for balance work has been opened and Agreement signed on 28.07.2020 and the work is in progress.

OUTPUT AND PERFORMANCE BASED ROAD CONTRACTS (OPRC)

The roads improved under TNRSP I viz. Arcot - Thiruvarur & Nagapattinam - Tuticorin have been taken for maintenance under OPRC at a cost of Rs.220.07cr and maintenance period for 5 years. 5th year Maintenance work is under progress

PUBLIC PRIVATE PARTNERSHIP (PPP CONTRACTS)

Roads are to be upgraded to four laning for 146.46 km on Design, Build, Finance, Operate, Maintain, and Transfer (DBFOMT) basis on Modified Annuity model which includes 18 months to 2 years of construction period and 8 years maintenance period which consist of 3 packages viz PPP 01, PPP 02 and PPP 03.

PPP 01:SH15 (30.60 km) – tender invited and opened on 09.12.2019 and its under scrutiny.

PPP 01:SH15 (30.60 km) – Tender notice published 20.04.2020 and bid opened on 31.07.2020 and the evaluation is under progress.

PPP 02:SH37 (70.20 km) – Concession Agreement was signed on 23.03.2018 and the Estimated Project Cost is Rs.713.45 cr. The work is in progress.

PPP 03:SH39 (45.66 km) – Concession Agreement was signed on 28.03.2018 and the Estimated Project Cost is Rs. 426.20cr. The Concessionaire had not furnished the performance security and hence the contract was annulled. Technical bids for Re bid were opened on the 14.02.2020.World Bank has issued NOC to Technical Bid Evaluation Report. Financial bids opened on 27.05.2020 and financial evaluation bid is in progress.

World Bank - Additional Loan Proposal & Engaging consultancies for preparing detailed project reports.

Preparation of Detailed Project Reports for a length of 3319 Km for an amount of Rs. 132.76 Cr has been sanctioned under TNIDB fund. In the first phase, 1181.635 Km length of roads have been taken up in 5 packages viz PPC 06 to PPC 10. In this, 7 roads having a length of 110.148 km have been selected and finalized for execution under World Bank additional loan assistance. The finalization of consultancy for remaining packages of PPC 07 to PPC 10 is under progress.
